Was it Curtis McClaine? He did that 'Let's Get Busy' track and he sounds like the same vocalist to me.

Both tracks were produced by Marshall Jefferson as well.

Yeah it was definitely Curtis Mclain. Mclain's voice was similar to a young Leroy Burgess.
