Someone is selling this online as "legal tender." The dollar, incidentally, is being sold at $3.99. Can this guy be arrested for claiming it to be negotiable tender or is there some practice that is allowed by the treasury to have "special" dollar bills printed (as I see many for sale up on eBay)?
