Thanks to a late-hour rally by the Detroit music community, the Movement techno festival is a go -- if by the skin of its teeth.

With three weeks left until the free Hart Plaza festival, organizers say they've cleared several daunting hurdles -- including no sponsorship cash -- as they head into the homestretch for the Memorial Day weekend event. They're getting a big assist from the festival's lineup of Detroit DJs: All have agreed to perform for free.

A schedule of about 70 artists, heavy on Detroit acts, will be announced today at the Detroit Historical Museum. Among the performances expected on the fest's four stages: DJs Jeff Mills, Rolando and Mike Grant, along with a live set by Carl Craig's Detroit Experiment group, which includes veteran jazz players such as Marcus Belgrave.

Faced with a dragging economy and a war that commenced amid their corporate fund-raising efforts, organizers say they've been scrambling around the clock since being awarded the festival contract in January. With no cash from the City of Detroit and unable to secure sponsorship funds, five full-time staffers have been working without pay at the High Tech Soul production office, housed in the Detroit headquarters of Derrick May's Transmat Records. A crew of about 300 volunteers will staff Hart Plaza during the festival weekend.

"We knew all the odds were against us, and we're standing pretty tall today, I think, considering that we could have quit months ago," May said. "A lot of people didn't believe, and don't believe, this can happen. We've set about proving them wrong."

Movement replaces the Detroit Electronic Music Festival (DEMF) on the riverfront May 24-26, a holiday weekend that has become one of the area's signature cultural events, drawing more than a million fans by city estimates.

May, who helms High Tech Soul, has been paying festival expenses out of pocket. The city's arrangement with the DEMF provided $338,000 annually in city funds to festival producer Pop Culture Media. But no city money was offered in the contract with High Tech Soul, negotiated as Mayor Kwame Kilpatrick embarked on a sweeping campaign to trim Detroit's budget.

Including the payment to Pop Culture, the city paid out about $1.1 million to stage last year's DEMF, bringing in $710,000 through concession revenue and sponsorships. During its three years, the DEMF had successfully landed substantial financial support from major sponsors such as Ford Motor Co.

Movement organizers say sponsorships are starting to take shape, but they have not yet produced hard cash. Some are in the form of trade -- for instance, stage equipment in exchange for sponsor billing.

Mayoral spokesman Jamaine Dickens said Thursday he's confident festival organizers are on track.

"Based upon our conversations with them, the cutbacks have caused them to be a little creative," he said. "But the comfort level is still strong that at the end of the day it will be an exciting event."

Dickens noted that Movement will benefit from government services such as police security and tactical support from the recreation department.

Detroit's techno community has watched nervously since January, at times unsure whether the festival would even happen.

"It's been their biggest struggle -- the city not giving them money and supporting them," said Gamall Awad, who represents Craig out of his New York office. "That seems to be the fundamental issue. They've suffered because of that."

May, celebrated as one of techno's founding fathers, reached out to artists personally, beseeching them to perform despite the uncertain finances. He concedes he wasn't able to get all the artists on his wish list.

Detroit DJ Mike Grant said he agreed to donate his services because he recognizes the festival's importance to the city -- and because now "one of the originators of the music has the reins."

"Any time you have an opportunity to participate in something that helps you individually, that helps the entire city and the music community, you have to do it," Grant said.

DJ Buzz Goree likened the rally to the early days of techno, when artists with minimum resources banded together.

"We knew the budget was limited, so we're donating our skills to show our support," said Goree, who will perform.

Performance fees at last year's festival varied widely, with some lesser-known DJs making as little as $250 and bigger names fetching $2,000 to $3,000.

At WDRQ-FM (93.1), a three-year DEMF sponsor, program director Alex Tear said he had early concerns about Movement operations, particularly lack of information from the festival camp. But after meeting with May on Thursday, Tear said his station is on board.

"We sat down with Derrick May and feel confident it's going to be a success," Tear said. "When you're assembling such a large-scale event, learning your checks and balances, who to approach -- I think they figured all that out quickly considering the time they had. It's a massive project, and they were under the gun."

Tinku Bhattacharyya, the festival's talent booker, hopes that this year's struggle is an investment in the festival's future.

"The artists feel if they lose this festival and they lose this platform, how else are they going to get it across to the rest of the world?" she said.

SO EXCITED! I am making the journey to Detroit for the first time this year and I am really happily surprised at the line-up - of course it's techno- heavy but there is definitely some variety of the housey funky soulful type!

I am really excited about seeing the live performers like Dwele, Ursula Rucker, Liquid Liquid, Norma Jean Bell, Spacek and Peven Everett . It's nice to see some of our own house people will be representing ! It's great to spread the NY sound to somewhere like Detroit! Danny Krivit, Spinna (though not confirmed) , Francois K and Ron Trent are all on that list.

I heard about a cool site that keeps a comprehensive list of festival after-parties. I know it will seem sacreligious to some of you to even type this in to your browser but for the 411 check:

A good place to meet up for lunch or dinner would probably be Union Street or Majestic cafe, which are right across the street from eachother but not that close to the festival.Another possible place would be in Greek Town where there are bunch of restaurants. In my personal opinion Union Street would be best for a large group...
