ya cheeky bastard= usually used when sumbody talks back or has a dig at some one about there looks /personality/ways.Its usually said in a friendly term and not so much in anger!!

It depends how it's said, it could be a compliment, i.e. you drop some mad record and your friend says, "cheeky bastard", it could mean you're taking the piss.
