no make or model . who made it? doesn't look like an rla. i hate when people advertise rla in the description and it has nothing to do with rla.
i had experience with one like this (not 4 way though, it was either 2 or 3 way, don't remember) at a small local venue i had a residency at several years ago...they had it rack mounted as the main system crossover. i forget who made it, but it was a small local boutique manufacturer/audio place that i had never heard of...same design and knobs. the one i used had the manufacturer on a label on the back of the unit...from what i can tell it was built well and did not sound bad.
I think that it's okay to add RLA when you are selling something that can be used in the same way. In this case the seller is adding RLA literature. I do the same things with my auctions. Please take a look. I'm selling the same unit but mine has been modified to be an eq slash crossover and the name on my unit is still present, here is the link:
