Please address my initial question now that you've acknowledged above that the U.S., China, and the Russian Federation are signatories i.e. Why would any country hellbent on using this technology for a nefarious purpose sign the treaty? Why wouldn't they just openly flout it like Iran ignores the IAEA?

It says "[r]ecognizing that scientific and technical advances may open new possibilities with respect to modification of the environment." You might have had a point if the phrase "scientific and technical advances" was qualified by a word like "recent," "current," or "existing," but it simply does not say that.
