Please get the recital correct. It says "[r]ecognizing that scientific and technical advances may open new possibilities with respect to modification of the environment." You might have had a point if the phrase "scientific and technical advances" was qualified by a word like "recent," "current," or "existing," but it simply does not say that.

seems to me that you, in a non-commital way, may think that the technology is plausible but you want me to answer why would the technology be used on a nation like Haiti(who we aren't at war with) over a nation like Iraq(who we are at war with)...

There is an unstated "war" going on for control and access to resources and do you think that these types care about human life(innocent or otherwise) if it means getting in the way of their personal gain? Just look at the actions of Wall Street...exploiting the masses for personal/corporate profit...

I've provided information stating that Haiti has been on the radar of oil & mining companies for years and they have been waiting for an opportunity to go into Haiti balls deep...if there is something to exploit for gain...life doesn't matter to them...
