Are you under the EXTREMELY NAIVE assumption that just because nations like the U.S. sign treaties...they actual follow them to the letter???And of course, this is where you go off the rails. Please address my initial question now that you've acknowledged above that the U.S., China, and the Russian Federation are signatories i.e. Why would any country hellbent on using this technology for a nefarious purpose sign the treaty? Why wouldn't they just openly flout it like Iran ignores the IAEA?
And again, I presented a portion of the treaty that states that "enivronmental modification techniques" can be used for "peaceful" and "economic" purposes as it relates to the "needs of developing areas of the world"...

I presented information stating that Tesla held a patent in 1896 for a "Apparatus for Producing Ozone"...Please get the recital correct. It says "[r]ecognizing that scientific and technical advances may open new possibilities with respect to modification of the environment." You might have had a point if the phrase "scientific and technical advances" was qualified by a word like "recent," "current," or "existing," but it simply does not say that.
