Nay Sayer - Omar is correct. The strain is the determining factor in how long the plant will take to fully mature from germination (seed) or clone. If you go from a clone, you would be required to have access to a mother plant... but you could, theoretically, start flowering as soon as the clones took root. Going from seed, you have to let the plant mature enough to be able to flower properly (maybe a few weeks).
One other factor is whether or not the grow is indoors or outdoors. Using an indoor setup, one can control the lighting regime and accelerate the natural process. Outdoor grows are set to the sun's natural cycle.
Usually, people who want a short flowering time choose Indica strains. Some Indica-heavy hybrids (Indica/Sativa) also retain a shorter flowering time.
Another avenue is the new-ish 'autoflowering' strains like Auto AK-47 (cross between the autoflowering Lowryder 2 and the amazing Indica/Sativa hybrid, AK-47). These contain two mutations - dwarfism from an unknown Mexican strain and autoflowering properties from Ruderalis (essentially wild Russian Hemp). These flower regardless of photoperiod and can finish in as little as 80 days from germination. Of course, you can't clone them and, being dwarfs, don't yield as much as a normal sized plant (but the AK-47 genetics ups the yield and potency to very good levels). The earliest commercially available autoflowering strain was 'Mighty Mite' back in the late 90s, but that didn't really catch on with growers (except those in the Vancouver Island area).

Generally, they are heavy crystal (resin glands) producers. The naked eye can visibly see the glands and most Indicas appear to have been rolled in sugar. Traditional hash is made from mostly Indica plants. The most famous commercial pure Indica was Afghani #1. THC levels in Indicas is generally lower than Sativas, but they contain higher levels of Cannabanoids (such as CBD and CBN). Cannabanoids lend themselves to a very 'stoney' almost narcotic feeling. Sometimes people call this 'couchlock' or think of this as a body high. People with severe pain, trouble sleeping, and extreme nausea prefer Indicas for their medicinal qualities.
Sativas have low levels of Cannabanoids, but higher THC levels. This gives a more 'up' and energetic (or even slightly psychedelic) high as oppressed to the Indica's 'I can't keep my eyelids open' high. Pure Sativas are difficult to obtain (even Jamaica is now almost all Indica/Sativa hybrids), but I do know that Durban Poison is a pure Sativa from South Africa.
Basically, Sativas = brain high... Indicas = body high
